The Foreign Ministry said the sanctions were against Senator Rubio, not Secretary of State Rubio. This explanation is far-fetched and makes people feel embarrassed for the Chinese government. I guess they themselves are so embarrassed they could dig a hole with their toes, but there's nothing they can do.
In a confrontation between major powers, nothing is more humiliating than this.
