Since April this year, over a million merchants in Heilongjiang Province have closed their shops out of fear that government departments would arbitrarily fine them under the guise of inspections. Facing commercial streets emptied of people, the Administration for Industry and Commerce now has no businesses left to regulate.

Consequently, they started saying again, "Everyone, please come back. We won't inspect or fine you anymore. Please don't believe rumors."
