This ruling was in response to a lawsuit filed by two small businesses in the U.S. against the federal government on April 22.
On May 28, the U.S. Court of International Trade in New York ruled to prohibit the enforcement of the executive order imposing tariffs on multiple countries under the International Emergency Economic Powers Act. On the 29th, the U.S. Court of Appeals for the Federal Circuit approved the Trump administration's request to temporarily suspend the ruling made by the U.S. Court of International Trade.
