Xi Jinping, General Secretary of the Communist Party of China, President of the State, and Chairman of the Central Military Commission, attended the meeting and delivered an important speech. The meeting pointed out that China has a vast territory and a long border, and the periphery is an important foundation for achieving development and prosperity, a key point for maintaining national security, a priority for managing diplomatic overall situations, and a key to promoting the building of a community with a shared future for mankind. It is necessary to examine the periphery with a global perspective and enhance the sense of responsibility and mission in doing peripheral work well.

The meeting noted that since the 18th National Congress of the Communist Party, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, we have proposed the diplomatic concept of "sincere, beneficial, and accommodating" towards neighboring countries, advocated the building of a community with a shared future in the region, led by state leader diplomacy, deepened comprehensive cooperation with neighboring countries, strengthened exchanges in various fields, and jointly maintained peace and stability, forming a pragmatic and efficient framework for peripheral work, achieving historic achievements and changes in peripheral work. The experiences formed in practice should be well maintained and effectively utilized.

The meeting pointed out that currently, China's relations with neighboring countries are at their best since modern times, while also entering an important stage of deep interconnection between the peripheral pattern and global changes. We must adhere to Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era as our guide, closely focus on the central tasks of the Party and the state, coordinate the two overall situations of domestic and international affairs, and the two major issues of development and security, uphold the banner of a community with a shared future for mankind, share a common vision of building a peaceful, secure, prosperous, beautiful, and friendly "five homes," adhere to the principles of good-neighborliness, security, mutual prosperity, sincerity, and shared destiny, follow the basic tenets of peace, cooperation, openness, and inclusiveness in Asian values, use high-quality joint construction of the "Belt and Road" as the main platform, and rely on the strategic support of an Asian security model based on shared security, seeking common ground while reserving differences, and dialogue and consultation, to work together with neighboring countries to create a better future.

The meeting emphasized that to build a community with a shared future in the region, we must consolidate strategic mutual trust with neighboring countries, support regional countries in steadily following their own development paths, and properly manage contradictions and differences; deepen development integration, build a high-level interconnected network, and strengthen cooperation in industrial and supply chains; jointly maintain regional stability, carry out security and law enforcement cooperation, and respond to various risks and challenges; expand exchanges and interactions, and facilitate personnel exchanges.

The meeting pointed out that to do a good job in peripheral work, we must strengthen the centralized and unified leadership of the CPC Central Committee and enhance coordination and cooperation in all aspects. Deepen institutional and mechanism reforms, and improve the legal and regulatory system related to foreign affairs. Strengthen capacity and team building, and promote theoretical and practical innovation in peripheral work.
