(3) Amending the Representative Law is an objective requirement for developing whole-process people's democracy, making all levels of NPCs and their Standing Committees representative bodies that maintain close contact with the masses.

In amending the Representative Law, we must adhere to the guidance of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, deeply study and implement General Secretary Xi Jinping's important thoughts on adhering to and improving the system of people's congresses, fully implement the spirit of the 20th National Congress of the Communist Party and the second and third plenary sessions of the 20th Central Committee, as well as the spirit of the Central NPC Work Conference, unswervingly follow the path of political development with Chinese characteristics, and uphold the organic unity of the Party's leadership, the people's mastery, and the rule of law. We should summarize the practical experiences of NPC representatives' work in the new era, enhance the institutionalization, standardization, and procedural level of NPC representatives' work, making the role of NPC representatives an important embodiment of the people's mastery.

The principles to be followed in the amendment work are: First, earnestly implement the major decisions and deployments of the Party Central Committee and the spirit of the Central NPC Work Conference, ensuring that NPC representatives always stand firm in their political stance and fulfill their political responsibilities. Second, it clarifies that representatives should take it as their responsibility to uphold, improve, and effectively operate the system of people's congresses, fulfilling their duties for the construction of the "four organs" of various levels of people's congresses and their standing committees. Third, it clarifies that representatives should adhere to a people-centered approach and practice the principles and requirements of whole-process people's democracy. Fourth, it clarifies the responsibilities and missions of representatives to be loyal to the Constitution and their important role in promoting comprehensive rule of law. Fifth, it improves the relevant provisions regarding the rights and obligations of representatives.

(2) Expand and deepen the "two connections" system and mechanism. First, it clarifies the principles and requirements for state organs to connect with representatives. Second, it clarifies that local people's congresses at all levels or the presidium of township people's congresses should regularly organize representatives to carry out activities to connect with the masses based on the principle of proximity. Third, it clarifies the establishment and improvement of the working mechanism for members of the standing committee and various special committees, as well as the working bodies of the standing committee to connect with representatives. Fourth, it clarifies that the "one government, one committee, and two courts" should invite representatives to participate in relevant work and activities according to the overall arrangement of the standing committee at their level.

First, it clarifies that standing committees at all levels should establish representative work committees. Second, it adds provisions for standing committees at all levels to formulate annual representative work plans.

Third, it adds requirements for representatives' special research based on existing requirements for representatives' inspections. First, improve the mechanism for handling representatives' proposals, clarifying the requirements for communication with representatives during the proposal handling process. Second, improve the reporting system for representatives' performance of duties, adding regulations that representatives elected indirectly should report their performance to the original electoral unit, and clarifying that local standing committees of people's congresses and township people's congress presidiums should regularly organize representatives to report on their performance. Third, further clarify that representatives must not use their official duties to interfere in specific law enforcement cases or engage in commercial activities for personal gain. Fourth, in cases where representative qualifications are terminated, add regulations for "ordering resignation."

(Nine) Adapt to the needs of the reform of the supervisory system by supplementing relevant content. According to the Constitution and relevant laws, add regulations for people's representatives to participate in the election and removal of the director of the supervisory committee, and to propose inquiries regarding the supervisory committee; clarify that the supervisory committee should promptly inform the people's representatives at the same level of work situations, provide information and materials, and ensure representatives' right to know.
